While most sidewalks in Victoria BC are concrete, sidewalks around the perimeter of Beacon Hill Park are made from wood chips that are produced when an old tree is deemed unsafe and cut down to encourage new growth.
The first photo shows a sidewalk still comprised of last years woodchips (dark brown), and then a stretch of walkway "paved" with chips from a tree recently cut down.

Some of our parks do that also.  It’s a great way to recycle.

Plus I’d rather walk on the clips then on concrete!
